The Flood and Water Management bill
In Sir Michael Pitt's report during the summer of 2008 he called for urgent and fundamental changes in the way the country is adapting to the increased risk of flooding and called on the Government to set out publicly how it will make rapid progress, and be held to account, on improving the country's flood resilience.
The Government have now published their flood and water management bill for public consultation. It is designed to improve how the UK prepares for and responds to flood emergencies and better water supplies during drought.
The draft bill outlines:
- clarify who is responsible for what, at both national and local levels
- retain existing roles and responsibilities of delivery organisations wherever possible to ensure the continued engagement of local knowledge and expertise
- provide flexibility for different delivery organisations to deliver flood and coastal erosion risk management on the ground
- promote local partnership and the requirement for all bodies to cooperate and share information
The Environment Agency will take a new strategic overview role for all forms of flood risk management throughout the country, while local authorities will take the lead for surface water flooding in their own communities, supported by the Agency.
These changes will help the relevant authorities to respond more effectively to future flooding events, and provide better protection for people and property.

Blackpool sea defence project
For over 100 years the old sea wall has provided Blackpool with protection from coastal erosion and flood alleviation. But constant bombardment from winter storms has taken its toll and much of the defensive structure now needs to be replaced.
The new seawall is the town's biggest ever civil engineering project, funded by the Department for Environment, Food and Rural Affairs (DEFRA). The four-year contract will see the old structures replaced with 65,000 m3 of in situ Toproc and 44,000m3 of precast Toproc concrete in grey, white and sand colours to blend in with the sea, beach and promenade.
